The Silverlight Toolkit is a package made by the Silverlight development team in order to provide more components for developers. Unlike other parts of Silverlight, the Toolkit is open source, allowing developers to expand the components and controls included. It also includes unit tests, samples and documentation for all that is included in the package.
Once the Toolkit is installed, you are presented with the option of going into the controls and components directly or viewing the samples and studying how they work. If someone is starting in Silverlight, the samples are definitely helpful, as they allow users to experiment and understand the limits of Silverlight. The controls give the "reuse" philosophy more strength; and if needed, they can be extended by the developer according to his/her needs.
The documentation included is a Windows Help file which could be better, but at least all the information is there. If you are planning on developing applications for Silverlight, it is a good idea to get this toolkit as well.
